I been out running Smurfs for being chased for Graffiti many times and always sprint into speed running then change gears into extra sprints and turns around streets , cars trees houses then speed run again then jog and rest look around then listen before running again into fast sprints further away from the Smurfs

You've probably seen citizen's arrest before on LivePD and you didn't even realize it. When there's a domestic dispute and one of the people asks for the officer to arrest their significant other that hit them, that counts too. Citizens arrest is used for people to hold others accountable for a crime committed when there isn't a cop around.

The clerk, I believe, seems to be deliberately keeping his right hand out of view from the suspect as he approaches - as he tells the man to "stop right there" and is keeping his left arm out in case he needs to maintain distance, he keeps his right hand behind his leg, and continues to keep it behind his back or otherwise out of view of the man, until he has the man proned out. I think this was to give the impression he was holding a gun/taser in order to obtain compliance - if so, smart in a pinch (though, the entire situation could've backfired had the man who fled been armed). Generally, the clerk seemed to be trying to pass himself off as an officer to the runner by his mannerisms, and I suppose he passed the Charisma check because the runner was ready for those imaginary handcuffs.

first off that dude prob just lying. but if you buy a car private party youre gonna be driving the vehicle unregistered from the point off the sale until you get to the dmv or transfer plates and notify dmv, unless the seller meets you at dmv during business hrs. or brings it to your house. most cops will let you go if you truely just bought car that day and have bill of sale or signed title on hand and show them. I usually also call my insurance and put car on my policy so at least i can say to cop its insured just not registered yet. the thing is when you attach an other plate thats fraud, your breaking another law in addition to not being registered. Even though your'e more likely to be stopped with no plates on car at all, i do that and and have bill of sale and title on hand to show and can tell cop im at least insured and 99% of cops will let you drive home.

When you buy a car from a private party they don’t give you any tags so most of these crackheads just put another random plate on the car and ride with it until they get pulled over because they don’t have the money to register the car

When you trade a car in and transfer tags you get a temporary registration for the new car and keep the plate. Not on this show, it's normally idiot's who use that excuse and ride dirty.
