This was in Livingston, about 80 miles north of Houston. Livingston floods because of the dam there across the Trinity River. Houston floods because it is totally flat with poor drainage. Houston is ridiculously over built for its terrain... Basically a semi-tropical version of the Netherlands, flat land reclaimed not from the sea but from marshes. And yet people are pouring in.

Hah! If the water is only up to your chin, you aren't swimming; you are wading. My son is in the Navy; you would be surprised at how many people volunteer for the Navy but don't know how to swim.
