He did a thorough background check on her . Yor acts in a way that people wouldn't witness her , or if they do , they won't live to tell the tale . She has an entire organisation backing her up who probably cleans up loose ends . Loid's investigation was useless because he isn't the only smart dude in the town .

The Garden is an underground/criminal organization, maybe secretly involved with the government but not the Secret Police. If they were related at all Yor would’ve know about Yuri and vice versa.

Its obvious not the latter or the plot of her needing a pretend family as a cover wouldnt make sense
