Spoiler alert also a possible alert about another franchise. Yes what they said in endgame about time travel is true but so is what they say about time travel in other TV shows is true to. There are different ways of time-travel and every different way has their own set rules to their method of time travel. In endgame there won't be any effect on their own timeline only the possibility of creating Brench timelines which if go unchecked can create entire new universes. There's the Ms. Marvel type of time-travel which is a closed circular loop similar to one of the Harry Potter and the prisoner of Azkaban. Then they're Loki's time slipping which mean he's traveling backwards and forward but remaining in the same space. Think of Loki's time travel like a pendulum on a clock.

Loki can't return to his own timeline because that entire universe was erased there's nothing to return to so history still happen the exact same way . The TVA is a military force created by Kang to prevent any other variants of himself. Now when I mean variants I mean any other version of himself that won't become he who remained which is why some universes were kept around and not all simply erase Kang only erase anything that would have went against his script that would have changed the timeline of him being turned into he who remains. Of course now because of Loki and Sylvie any version of Kang can take over the multiverse now.
