The fact of the matter is that you could recreate any artwork ever made if you put in enough effort. Art isn't like sports where there's a limiting factor called genetics. Does recreating the Mona Lisa make you a good artist? It would certainly prove you're a good painter, but is this what art is about? Technical proficiency? A printer could recreate any painting much better than a human, but does this make the printer a good artist? Really, art is not about technical skills at all, it certainly helps one advance the complexity of their work, but the reality of art is simply the creation of something new. Sure, you could absolutely recreate the set up in this video and make your own paint pendulum, there's less of a barrier to entry skillwise than recreating a grand painting, but what makes this art is not the complexity or skill of it, it's the idea. It might seem obvious to you now how easy it would be, but before you had not even the idea to attempt it. He did, and he went through with it, that's art.
