@@valentintapata2268 Maybe , but Saurman had been researching the ring along time, and had found some of Isildur possessions, and was rumoured to be using the crow of dunland. Also it makes the faction a little more different, using existing game mechinics without using unit or building slots.

@@roygrutchfield5715 But similar points could be used elsewhere - most of the factions employed spies (Elves, Gondor and Sauron all had their own spy networks), armies, cities, towns and villages,.... the scale of this can't be implemented in this game. Instead of this you get a few units and towns which represent all of this.

Saruman as the head of the White council seems to have conspired take over their intelligence operations and coordinate much of it, with amongst others Radagast and Gandalf reporting to him :) . Maybe certain good fractions should discover their spys are nolonger loyal. Could it be that Denethor was being mislead by Saurman ?
