Pretty much. Shadowflame is a bit earlier powerspike and generally does a good instant powerup with the flat pen carrying weight early, but it trades surprisingly much of later scaling for it. You mostly buy it either for flat pen stacking or an instant early-/midgame powerspike, while giving up scaling and utility. People generally overuse it quite a lot. If pure AP is the idea, in recent patches most AP items give similar AP (as balance team finally figured out they have made mages so that they simply cannot perform without stacking AP), but with other scaling benefits. Nashor's or CDrive are both good examples here.

It's not exactly a specific Gwen's W mechanic. In Caitlyn's case, her ult doesn't go on cooldown unless the bullet has exited her gun (as opposed to someone like Lux or Ezreal whose ults go on cooldown as soon as you press the button even though they also channel before it goes off). If the person she ulted dies before she shoots, her ult is available to be used again in 5 seconds because she is no longer targeting anybody. If the bullet leaves her gun, then even if the target dies and is therefore not being shot by the ability, her ult goes on the full cooldown. Same thing for Morde. If he ults and the target goes out of vision/becomes invis (Vayne ult-Q), he can still ult someone else since the ability did not go off (he couldn't finish casting it due to loss of vision). Note that this is different from his ability going off but having no effect due to it being canceled by Morgana/Sivir E or Banshee's which will put it on cooldown.
