Residents in attendance at the Police Department Citizens Advisory Board Monday called on Loveland Police Chief Robert Ticer to resign following the release of video showing the arrest of 73-year-old Karen Garner.

The one women said it well. It took 10 months for this chief to get a clue...either he is incompetent or he is lying. Personally I think he is a lying sack of crap. The behavior of his officers reflects his leadership.

I don't think there is any reason to think the two options are mutually exclusive. It would hardly be the first lying, incompetent officer to be promoted to chief.

If an officer needs training to know NOT to beat an elderly woman I'd say he needs to be let go to go learn how to be a better human first. The chief has zero excuses to not know what goes on under his watch.

When you're stopped by police, and say "I didn't know I was exceeding the speed limit." "How could I have known? " When mom, has a live in boyfriend and says, "I didn't know he's been abusing my child." 😦 "How could I have known? It's not my fault." When a chief of police says, " ... ... None of the leaders reported anything wrong. Nothing. Until after the lawsuit was filed. That's not poor training. That's bad leadership. In a disordered culture. That's Jordan vs New London which says they only hire people who easily adapt to an already broken culture. That's qualified immunity which says, unless you can absolutely, and completely prove otherwise, they're never wrong.

“I hurt my shoulders”....no, honey. YOU didn’t hurt your shoulders. The officers that attacked you hurt your shoulders (“listen for the pop”). It hurts my heart to hear her say that. And it breaks my heart that officer Hopp KNEW he hurt her, (he even bragged about it to the other officers that weren’t there) she told them she was hurt, and they still chose to leave her chained to a bench for 6 hours, in extreme pain with all of those injuries.

It sank in when cops did the exact same thing to a 66 yr old grandmother on her way to a funeral. I guess she didn’t stop fast enough for them. It sank in when they broke my 72 yr old Great Aunt’s wrist a few yrs before. I guess she did move out of the way fast enough for them. Oh the outrage now tho. When people let it go this far for years, what did they expect would happen?

He hired bully thugs and turned a blind eye for over 10 months. Its TOO late for apologizing its time to CLEAN HOUSE. The bad part about this is we have NO way of knowing how many other cases he's turned this same blind eye to them being violated to the extreme. THUGS all.

That first lady speaking summed it up perfectly - this chief is either completely incompetent for not knowing about this situation for 10 months or totally complicit for doing nothing UNTIL the public got wind of this. Either way this guy should be on borrowed time and needs to go!

Don't worry. The Ft. Collins Police Department is conducting a criminal investigation. Cops investigating other cops. We don't need a citizen's review board for all police use of force incidents and shootings. The cops do such a good job investigating themselves. These professionals always find themselves not guilty and justified. Don't worry, the system always works well...... works well for guilty cops that is.

Hopefully at DA in that town has their sights on them. I think all it takes is watching the videos to realize a crime has happened. Hopefully local people can make their voices heard for what they want to happen. You don't necessarily need a protest, call the DA's office, and make sure they know if something doesn't happen here that you will be extremely unhappy. If they get enough calls, something will happen. I don't live in that local area, so while my outrage of what happened to her makes me want to call them too, local people matter more. It's best to take your thoughts to the courts, and not to the streets. I think there's been wide enough coverage on this that those cops should really go to jail. And the DA should make sure that their sentences fit the crime, so they can't get jobs tormenting people the same way they always have.

One of the main things that bugged me about this case was how fast and easy it was for those cops involved to see the videos of their body cams, I thought they were supposed to be handed in to someone who logs them into files....I also can't believe that only four cops were aware of the video this whole time.

I'm sorry to say this... I can't get passed it.. my heart shatters thinking about that poor woman. The violence she went through. Then she had to sit in that cold cell lonely, hurt, and confused. All the while these monsters are joking it up outside her cell at her expense! Where she can hear them! Loveland, you're beyond damage control at this point. This needs to be fixed. Heads need to roll. Examples need to be made. Charges need to be filed. Expectations need to be set. Serve your community, public servants, or find a new occupation.

This is a 73 yr. old woman. Why would the police deem this level of cruelty necessary? They were thoroughly enjoying the pain they inflicted on her. My heart hurts for her. Get rid of all the liars involved. Criminal charges are necessary.

It would be hard if not impossible to convict the officers involved. It was inhumane how they acted. But technically It would be hard to find them guilty. They will be able to bullshit their way through any charges brought against them. Technically she didn't fully cooperate so the 2 cops involved will weasel themselves out of any type of conviction of anything. The arresting officers can't be convicted for being inhumane assholes, if the suspect didn't fully cooperate. It is too bad but I doubt the arresting police officers will ever be found guilty of anything.

It will look like your flexing but the reality is you are reacting to the pain, go back and look at the body cam you will see the pain in her face. The officer knew she was in pain, watch as he moves her in a way or position to cause as much pain as he can. He is sadistic, the female officer jumped right in to share in the take down, they were geared up for blood, and the supervisor came to help in hog tying her. I wonder if they are still laughing and joking about it now?

And if asked about the laughing at her injuries, they'll say "I feel bad about that it was wrong to laugh, and I apologize for it" Then what ? After that ? If asked : Why did you use such excessive force on an older lady with dementia ? The officer will answer "I had no idea she had dementia, but I had to restrain her for not complying with my orders, I apologize for any injuries she suffered" His lawyer will say "The force was not excessive but the lady was so fragile that any type of force would seem excessive" That's pretty much how the trial would go down. And in all probability the officer would walk free. unfortunately

Actually it's not a defense at all. I'm studyin logical fallacies at the moment and i just read about the "appeal to ignorance" wherein a person uses a lack of knowledge as a defense. When I heard that ladies shoulder pop it absolutely broke my heart. He knew about the arrest from day one. He was hoping it would quietly go away. I know this because my dad is a Chief. He knows about EVERY arrest in his agency. Case in point: How often is an 80 year old arrested? Not very often right? Even less so in small towns. So yea, he knew about it.

Just not true. But reform is needed. Yes additional training, especially in deescalation and working with the mentally ill. Yes a database nationwide to keep track of police who have had problems. Yes regular counseling and intervention for officers who have undergone traumatic experiences, etc. This insane effort to defund/dismantle police will result in more innocent people hurt. My state is trying to close prisons and release violent offenders while simultaneously destroy law enforcement. Oh and forget defending yourself because they want to take away your firearms. The city solicitor would have strongly advised any party to the litigation from the defendant side to refrain from saying anything that could be construed as an apology. An apology would be used against the city at trial as consciousness of guilt.

The culture of law enforcement has become concerning to me. I'm not a defund police person but it would be better if law enforcement became part of the community again. Over the last 20 years or so I've witnessed a major shift of law enforcement and fire/rescue personnel separate themselves from their communities deliberately. This is not good for anyone or any community.

I'm a Loveland resident myself right now and I've had a few interactions with the police and I know that there is breakdowns in the system and in cases where I have called at the victim where they're clearly could have at least been a quick citation issued there was nothing done by the police they kind of pick and choose how they enforce it in the city of Loveland and would they enforce in the city of Loveland my job requires me to interact with the public and I've even talked to people who are victims of physical assaults where there's even Witnesses and the person wants to press charges but the police officer responding in the instance isn't willing to do the paperwork or any of that so the police officer lies and says that there is nothing they can do even though there's witnesses to a physical assault the person who was assaulted has bruising but the cop doesn't want to have to do the paperwork and doesn't actually care about protecting the public I definitely think that this police department needs new leadership anyone who's in a supervisory role needs to be replaced and they need to do more frequent auditing of the body cameras to make sure that their officers are doing their job.

My great grandparents lived there, my family owned successful businesses there, all my best childhood memories are of the front range and many of my adult life. I will not say I was perfect. I will say I feel a lot less anxiety where I am living currently. I don't like to see bored cops sitting on the roadside waiting patiently to tell me how fast I'm going. The 'for-profit-policing' that goes on around there is staggering. The roads are going to shit.. No problem! Our new 'squad cars' are basically indestructible madmax doomsday vehicles that cost hundredsofthousandsofdollars, we're fine... but the river keeps flooding... I know, we will build a giant brand new jail! .. make that two or three.. then a few unnecessary sports stadiums.. presto! Uh, the woods are on fire.. no sweat fella! We will get crews to come from all over the world to help fight a giant fire we totally mismanaged. It'll be fine. That is the problem with the typical satellite midsized municipality, the morons who can't hack it in big city government come here, and the elitist who leave smaller communities or who also couldn't hack it in their close quarters find themselves in places like Fort Collins and Loveland, Boulder.. the list goes on. The ridiculous 'suburban experiment'. What was meant to be something great back in Eisenhowers time or Trumans time has shown itself to have failed the test of time. I don't want walmart and king soopers to be the only God forsaken businesses in town along with an applebees and an apple store and a 7 eleven.. wtf did you guys do to my country?

@@Jojoie Well said, every word rings true. And maybe you could write that book. Or a series of essays??. As another refugee from a certain suburbia, I wanted to mention that inexperienced and uninterested legislators go for big expensive techno fixes every time: squad cars, stadiums, etc. They don't fix roads, forests or floodplain issues partly because they're less "sexy", and because some funding streams make it paradoxically easier to buy expensive toys than to fix longstanding issues. I know because I used to work with some of these people, and you would have to almost set off an explosion to get them to consider common sense solutions.
