thats not how it works. see, a chance is not guaranteed. its a chance! so, if you get something a bit rare and think you would’ve gotten something better if you boosted, you’re wrong because a higher chance changes your chance { duh } and again nothing is set in stone so he still could’ve gotten, like, permafrost bt.
