It is a play off of Libya's former dictator Muammar Gaddafi who only hired female bodyguards who looked similar to this with the whole sunglasses and belt thing because he did not trust men to get too close to him in fear one of them would be hired to take out a hit on him. Women in Libya were usually treated inferior and poorly, so Gaddafi elevated their position and gave them power when taking on a personal female bodyguard team called the Amazonian's which made them loyal to him.
