This is from the early era of the GameCube where the modern designs didn’t existed. By around 2003/2004-ish is when the Mario characters (including Luigi) started to look like their modern designs.

This is actually from the early GCN era, where the revamp in the 3D art direction of Mario franchise didn't exist. The revamp in the 3D art direction of the Mario design began with Super Mario Sunshine in 2002, then was complete with Mario Party 4 in 2002. The current art design of Mario power-ups also did not exist in the early GCN era. The current art design of Mario power-ups, as it's mostly used in various Mario games today, was appeared in GameCube game Mario Kart: Double Dash in 2003.
