Luto is legitimately powerful, in fact before Makoto's arrival he was the closest being to the goddess in terms of power, as well as the only user of the golden element apart from the goddess and her apostles. One thing that the anime omitted is that Tomoe actually asks him if they can have children with beings from another world and he confirms that it is in fact possible thanks to the magic of the pact.

Little sad they skipped the part where Tomoe can´t even think of idea that Makoto will be dead so early and then Luto explained to her that they can't have children with Hyumans but with Humans from our world like Makoto can, Luto knows it from his own experience, so even if Makoto will die within 100 years something will still be there from him.
