Wait... Isn't it supposed to be Magnesium Chloride+Ammonium Chloride+Ammonium Hydroxide+Ammonium/Sodium Phosphate? You won't get the precipitate with only Ammonium Hydroxide. Even if you do, it doesn't necessarily have to indicate magnesium because even Barium, Strontium or Calcium can precipitate with excess Ammonium Hydroxide. Besides, ammonium carbonate is used for group 5 analysis (Barium, Strontium or Calcium) if my knowledge is right.

improper method!!!!! correct method: first to solution add NH4Cl +NH4OH + Amm. phosphate-------> white ppt observe then for conformation: to sol. add cobalt nitrate with white ppt---------> pink mass observe that means Mg2+ ion is present
