Magnum Force is one of the overlooked Dirty Harry films, but it actually carries one of the strongest narratives. Coming off the first film, Eastwood's character was as much maligned as he was celebrated for seemingly being a cop who acted above the law. Magnum Force puts the character in an interesting position where he is confronted by a group of individuals who almost fancy themselves after the Dirty Harry character in terms of a hard brand of law and justice. It actually puts the character at odds with himself, and even though the film doesn't go as deep as it could, it's still very strong.
