Because they never want anyone to know the truth. Most government facilities lack CCTV because a lot goes in there that should leave no trace.

It is unfortunate that the culprits linked directly/indirectly to an illegal/unlawful cartel on matters incidental to Kenya power and lightning in the republic of Kenya works in its illegal and unlawful vandalism and stealing of the said property while colluding and conspiring with individual officers in relevant authorities including Kenya power, police, chiefs,etc.All culprits are known but due to their complex ring of network,the DCI officers need to deepen their investigations to find the master minders who are all known but covered/protected country wide by known forces under illegal/unlawful conflict of interest contrary to law.
