Fuel pump has a fuel cutoff switch a speed regulator/limiter. If the switch fails the engine won’t over rev. However leaking piston rings allow dump oil into the combustion chamber. It can’t be stopped and it will rev to destruction. These seriously souped up engines should have a butterfly valve on air intake. Close that and engine stops.
