Honestly bro, this is not Spining Text. Its spinining image of text. Its an image not actual text. I apologize if I am wrong.

You're right it is a spinning graphic of text. For accessibility you probably would want to throw in a description of the SVG. Also, it's much more performant to use an SVG than a PNG. Let me know if you know of a way to bend letters on a curve without a crazy amount of absolute positioned CSS or reaching for an SVG. I'd love to see other solutions!

I think the original comment was talking about a web way to do this without turning it into a graphic of some kind. Illustrator, Figma, Inkscape, etc. Would all be solutions for turning it into an SVG graphic which I still think is the best approach.
