If you look on Google maps you'll see that there was indeed a legitimate stop sign in that exact location. Banksy vandalised this sign, but didn't prevent its use as a stop sign. The criminal who stole it removed a legitimate road safety sign, which is a criminal offence.

So why hasn't Banksy been charged with criminal damage for defacing a road sign? If I defaced a road sign I would be arrested. If he put something on my wall I would paint over it, it isn't art it's garbage

My mate had a genuine Banksy around 2002. It was painted on a metal storage container, owned by a market stall owner on Tottenham Court Road. Let's break this down. 1. It might have been different had Banksy positioned it on a wall somewhere away from a road so it made the statement he wanted but couldn't be confused with a real road sign (that had been defaced). 2. The bloke removing it didn't own it, or have the right to remove it unless he was a council worker who maintains road signs. So, an arrest is correct for taking it as we're not entitled to help ourselves to anything we see in public areas, but if he broke the law, Banksy should be held equally culpable for placing it where he did without authority.

How do you know that Banksy didn’t put him up to this as a part of the exhibit? Remember when he shredded that other piece of art once it was auctioned off? Now it’s going to go up in price due to its notoriety.

Banksy art is living art. It's not to be viewed on a wall. The concept is derived from its interaction with the environmental and this includes it being taken down or stolen. The act of stealing it has added to its value.

If graffiti of this magnitude is illegal to the common folk like you & me, then a warrant of arrest should be issued out for Banksy & his counterparts

Put anything in public and some little toad will take it for their own. I know about this, I've had more work stolen and misappropriated than I've had hot dinners. However, I'm not annoyed about it because now my IP is in numerous industries across the globe and is referenced in popular culture. One has to understand the difference between IP and the art that represents it; Banksy's painting now exists virally, and the message is spread to millions who would never have seen it. I know on no road signs in the UK that are that shape. Therefore the person who installed it and then abandoned it cannot cry theft. The person taking it must knowingly intend to deprive the owner. Banksy is well know for not coming forward to claim ownership of his/hers so called works of art.
