I don't think it's mental illness. What he did was cruel. I think the man is a renter and the dog was causing so much damage in the apartment that it caused him to anger. Doesn't excuse his cruelty. If he couldn't have patience and train the dog to stop damages or even too much barking, he could have just put an ad online for rehoming the dog and insist the new owner is one who has big yard for the dog to run around.
