Basically Tachikiri is an overlapping illustration in the page whilst a Normal koma the illustration stays within the frame? Am i getting his right?

I suppose you're getting right. Tachikiri means the very edge of a page, and it also means the frame & illustration which extends towards the edge of the page. The edge of the frame is out side of the page so we can't see the line of the frame when it is Tachikiri.

I think it's called "bleeding page" or something like that.
