The human beings / The huwoman beings don't have “ ALMIGHTY PWER” in this mundane world. “ALMIGHTY POWER ' means to get what is desired and to have the capacity to do the thing what is desired. If , we compare the government of a particular state with a living human body then , we shall get mainly three organs of the government like 1. Legislature 2. Executive 3. Judiciary. We see that although various organs of human body do various works and but , even then same kind of blood is circulated through all organs of all the human beings and all the huwoman beings . Although hand, head, feet these three organs perform three different kinds of duties then, if, there should flow the blood of neutrality is circulated in the form of plaintiff and defendant including neutrality through the judiciary department and then , why should not blood of neutrality circulate through other two departments of governments like executive and legislature department? Although three departments perform three types of duties. If the blood of nepotism should not flow through the judiciary department then why should the blood of nepotism flow through the executive and judiciary department? Yes , the head of the human body / the huwoma body does any work after thinking good and bad before doing a work in the same way members of three departments of the government should thing good and bad before taking any decision and before doing any work. As , human body / huwoman body when working on a matter at a time can not behave in two contradictories ways to each others . For example when the right hand of a human body / huwoman body is working then, the left hand does not create any obstacle to that's working. In the same way the body named government must perform various works through three organs. The executive department or legislature or judiciary by thinking about good and bad before doing a work and when it will reach a decision and while implementing that decision and then, the contradictory behaviour among the three organs or members of the three departments of the particular state will never be acceptable or scientific .

If, discriminatory law is made in the case of financial, social and political facilities of the citizens because of existence of difference in merit or efficiency or qualification in the country / state in various works or professions then , those who give reasons for making this kind of discriminatory laws regarding the existence of more or less merit or efficiency or qualification in the country or society is bad thing. And then , if it is bad to have more or less merit or efficiency or qualification meaning to have difference in merit or efficiency or qualification, to have unequal merit or efficiency or qualification among the citizens and those who support this opinion are bound to have accepted this thing that citizens should have equal merits, efficiencies or qualifications . The crucial matter is : if, all the citizens of a particular state hold equal merits , qualifications , efficiencies and then, inorder to be continuing normal necessities of the citizens and then, lottery system must arise regarding selecting different sorts of professions for that particular state .

Qualification In essence if , word “eligible” is to be mentioned then , particular profession or work or subject should be mentioned. In this way if , comparison is to be made between a President and farmer then , the particular profession or work or subject or field should be mentioned . For example a Farmer is more eligible than a President, in respect to agricultural work because a Farmer can do agricultural work better than a President generally . Again in respect to administering the country a President can do better or more eligible than a Farmer . In this way by analyzing or judging a profession or work or subject or field depending upon the degree of efficiency within a given time who can do less well than other or do better than other or who is less qualified or more qualified or who is more ineligible or less eligible than the other may be measured. It may happen such a President can show more efficiency than a Farmer in agriculture or a Farmer may show more efficiency than a President in the administration of the country. But being so the word “eligible” cannot be used in this way between two or more persons without mentioning the same or particular profession or work or subject or field. It cannot be said that a President is more qualified or unqualified than a Farmer or a DC is more qualified or unqualified than a Rickshaw puller among men / women of various professions or works. In order to ascertain who can run better between two persons, the concerned persons should be made to run in a competition and if we compare who first runs ahead another in a given time a particular distance then it can be measured who did better than another or more qualified or more efficient than another or who did less better or less qualified or less efficient than the other in the matter of run between these two runners.

If, all the citizens of the state possess equal merit, or efficiency or qualification the people for various kinds of professions or works shall have to be selected through lottery. But a kind of dissatisfaction or rebellion will prevail among the citizens of the country. In a country where all possess equal merit, or efficiency or qualification and if there is a post of President in that country then all the citizens having the equal merit, efficiency or qualification will want to be selected to that post. But the citizens should be engaged in various professions or works whether they like or not regarding keeping the normal living intact of the citizens. So to dispel the attitude of mental dissatisfaction or rebellion of the citizens law should be made to ensure more financial, social and political facilities to the citizens who are engaged in works or professions requiring less mental labour and more physical labour than the citizens who are engaged in professions or works requiring more mental labour and less physical labour. Therefore we can conclude in view of the above discussion that “the country in which all citizens possess equal merit or efficiency or qualification in that country financial discrimination is lawful and the law to give more or less financial benefits must be acceptable but , in country where citizens do not have equal merit or efficiency or qualification in that country financial discrimination is unlawful and in that country the law to give equal financial benefits to allthe citizens of that country must be acceptable.”

It is clear to formulate discriminatory financial law among service holders of various grades in the country, To have made financial discriminations among the service holders of various grades in the country by law that means : some would get less salary again some would get more salary but price of the commodities of market price of all commodities are equal to all citizens including service holders. In the market the price is equal to peon and to a President. Then to make salary of some more or less is that to make this thing in the country the basic needs of all citizens including service holders should not be satisfied equally. It will be satisfied more for some and less would be satisfied of some. Again for some it will not be satisfied at all. In this way salary of some is more, salary of some is less and again benefits of some more and benefits of some less-all these are made by some written and unwritten laws of the country. The meaning of making of such a law is that to have made work by law in the country that all service holders or all citizens of the country donot have equal right to get equal honour, food, education, clothing, accommodation and treatment and recreation: (1) some would get less (2) some would get more (3) again some may get nothing. The making of three types of contradictory laws on financial matters in the state is that although it is one state in name but in work it is three states and then who will be responsible for this ugly affair?

Had all the persons of the particular country / the state / the society possessed of equal merit or efficiency or qualification : If , discriminatory laws are made in the case of financial, social and political facilities of the citizens because of the existence of difference in merit or efficiency or qualification in the country / in the state / in the society in various works or professions and ------ Then , if , it is bad to have more or less merit or efficiency or qualification or to have difference in merit or efficiency or qualification, to have unequal merit or efficiency or qualification among the citizens and those who support this opinion are bound to have accepted the crucial decision : all citizens should have equal merit, efficiency or qualification or it is good thing to have equal merit, efficiency or qualification.That is suppose, in a country every person possess equal merit, efficiency or qualification and there is not a field in which none have a little or more merit or efficiency or qualification.
