The National Guard was formed by the president of El Salvador at the time, Manuel Enrique Araujo, in 1912 with the purpose to patrol the rural regions of the country. Despite of all of the nice things they say in the song, they developed a reputation for their brutality and human rights violations, like "La Matanza massacre" where 10,000 Salvadoran farmers were killed by the National Guard. They were disbanded and were integrated into the Salvadoran army in 1992, in agreement during the peace accords that eventually ended the Salvadoran civil war. And then lawsuits ended up hitting the Salvadoran Government after that

The individual mentioned in the song was Alfonso Martín Garrido, a Spanish captain who was selected by the Salvadoran Government to organize the National Guard in the same year it was formed in 1912. Alfonso also was selected to inspect the National police, previously before organizing the National Guard and was assimilated as a colonel in the Salvadoran military. There is no Wikipedia article on him for some unknown reason, both English and Spanish so there's really nothing else I can find aside from that information and his portrait photo
