The office of the controller of the budget should produce a list of all funds that were re-directed to pay salaries or do anything else the funds were used for, plus the offices that received the money with signatures. That is called accountability...and watching your back in a responsible way.

She is our advocate in ensuring money flows to the right cost concerns, she has protection in law, should be objective, brave, and an advocate/practitioner of good governance. She can tell the spending plans from the budgets, has the benefit of predicting our thoughts from the past audit reports, can only direct funds to intended areas since thats her primary role. How better can it be if she was true to the Constitution.

FYI, the Office of the Controller of Budget is one of the mechanisms that enhance accountability in the expenditure of public resources. The controlling function involves authorizing withdrawals from public funds. Before authorizing any withdrawal from Public funds, the Controller of Budget must first be satisfied that the said withdrawal is authorized by law, as per Article 228(5) of the Constitution. If her office can’t, as you falsely claim is not her role, properly account for exactly how the budget is being expended even from the consolidated fund, then she’s failing. Kenyans can sue and whatever yes, but it’s not their obligation to do so if it means the persons they’re already paying and whose duty it is to prevent these “anomalies” gets away with not doing anything.
