Man that is the exact section of the lyrics that I extracted and typed out across a picture of him. This also really is like a strong summary of his entire career. Ringing bells goes back the times when they would put bells next to the graves just in case you were still alive you could ring the bell after being buried. I think he is using that as a metaphor to say that we should let as many people know that we are alive and don't be afraid to state with conviction what you believe in or don't believe in. A crack in everything is that no one really has it all figured out. The more we all admit that the more sunlight will get in.

I heard this album the day it came out and downloaded it, so I just realised how badly underrated it is. He's got the ability to make you depressed in seconds. Really touches you. I love that he made the decision to slow down a little as he grows old. I can imagine seeing him singing on a bar chair
