SPOILER ALERT After chapter 1087, garp's bounty is 3 crowns (3 billion berry). Same as the admirals. It means that even though he is much weaker and older than his prime, the power of old garp post-timeskip is still on par with admirals.

Cross guild actually doesn't need to have enough money that they could pay all the bounties,they simply need enough that every once in a while a fodder character is paid for some random marine, even crocodile should know that no one is strong enough to go against the top guns of the Marines without getting wounded or killed. This bounty system is simply a challenge to the Marines that they can be challenged.

Personally I believe that Sengoku is the main thought leader behind sword. The entire secret organization seems like a sengoku/garp brain child.

Tashigi would likely be around Helmeppo's bounty. Hina would be around Smoker's maybe. Full-body and Jango would be below Tashigi and Helmeppo I think. Not sure about Sentomaru. Vegapunk would likely be one of the highest bounties alongside Kong and Akainu, but would be labeled to be brought in alive because of his intelligence. Cross Guilds could possibly fund his research so Vegapunk could potentially side with them if presented the chance (at this point in the story, he won't, but based on the lore, he could have). I don't think you said Sengoku or Tsuru either who would be worth less than Garp, but both might still be worth a lot based on influence and knowledge rather than strength and position. Other Vice Admirals, Rear Admirals, Captains, Commodores, etc would probably be lower than Tashigi and Helmeppo.
