The Popple thing was definitely a mistake since they fixed it in the japanese version.

It was almost certainly a mistake; the Japanese version of the original gives him the Cackletta battle theme.

in mario & luigi, blowing up into 1 000 000 000 000 000 stars and dying are different things

When exploding into stars it seems to make chracters get knocked out or fly in the sky and then hit somewhere else.

It was, but imo, this theme fits much better.

It was always meant to be this theme. In the original Japanese version, it played this theme as well, but the international versions screwed it up for whatever reason. It was always composed to be both the first Cackletta and final Fawful battle theme.
