YES!!! I just got him to max level today. Man, the amount of bios needed to level up native Tier-2s 😩 But the process is finished and I'm ready to buy this uni. Hope it wont cost too much though.

just_oli you have to beat him in world boss mode. you get a bio for him when you do, but it's no easy task

Eddie Allen invincibility frames. Basically when the character doesnt have a status effect giving them immunity to damage but enemies cant hit them

Eddie Allen Means he's pretty much untouchable during certain moves that have alot of frames, which is really needed for speed character since there hp isnt so high and defense is usually not so good either.
