No. But honestly I never thought of it until I started trying to get just swinging videos and now I wish you could. In the first game on PS4, my original save was played a lot and for some reason crimes stopped all together on that. OCCASIONALLY I'd get one if I was in the northern end of Manhattan but otherwise it was nothing. So I'd play that save if I wanted peace and quiet.
