There should be pilot boats for every single incoming ship to every port we have to bring them in with boarding authority and assist in safety... pilot boats and tuggers sure could have prevented that... Why on earth especially right now with terrorism expected to occur unsure where but warnings that seen it is eminent but here we have no problem with foreign pilots just cruising our waters, structures and coming all the way in without guidance??? You can't even dock your yacht in Italy without pilot police boats so... we need huge changes to match your huge catastrophe that could have been avoided with minimal common sense.

Because it's a lot of money just sitting in the water 🙄 other ships can't pass till this cleared up ,most of our goods come on these boats ,so it's a major financial loss just like when the trade center got hit,,
