For finger print I believe the consulate requires a specific resolution for scanning, i think it’s 300ppi or 400ppi, I went to staples and scanned it using their machine, you can also select the resolution, no need to go to Vancouver for this

Whats the issue with the finger printing? May be I can help you out. The way to take finger prints for submission is to make sure not to press hard at all when you are taking the finger prints using the ink pad, if you press hard any tad, it gets smudged. Just do touch and go. Try it and let me know
