I believe it's due to a bug in Ethiopia's Horn of Africa development decisions where the only thing the game checks for is whether or not a nation's capital is in the Horn. If it is, Ethiopia has decisions to develop the country and then eventually annex it. France's capitol was probably in Djibouti due to capitulation, which let Ethiopia do the decisions to annex it.

I don't get why people think a buffed Germany is ab interesting scenario. Normally the Germans dominate and overpower everyone anyway. A buff just ensures this happens and is not that interesting to watch
