Android Debug Bridge(ADB in short) is a tool for debugging Android devices. We'll be using Package Manager to trigger background optimization tasks immediately instead of delaying it when one of the following conditions are met:
1. Device is charging
2. Device is fully charged
3. When device is idle or inactive
Command to run background optimizer logic:
adb shell cmd package bg-dexopt-job
Command with background optimizer and reboot:
adb shell cmd package bg-dexopt-job && adb shell reboot

Just applied the July 2023 patch on pixel 4a and 7. There was a massive increase in temperature to 40°C. I had to run bg-dexopt-job couple of times since it was failing to run. Had to do a reboot and rerun on the command followed by a reboot which stabilized the temps to below 30C to be precise 28.6C.

You need to enable developer mode with USB debugging option otherwise you won't be able to run the commands

like the phone needs to be in fastboot mode ?

No just needs USB debugging enabled.

Yes it's applicable to all Android versions from 6 to the current version 15 unless Google decided to change the API.
