One of the biggest neighborhood complaints about homeless camps is that they're moved out, but then within weeks they return.
Now, Mayor Ted Wheeler is responding.
Nearly two months ago, KATU told you about a woman who was living in a tent at Southeast 121st and Division.
Now, after living for a few weeks at 124th and Division, the city tagged her entire encampment and she had to move -- again.
It has become a way of life for so many in Portland's homeless community. They get kicked out and often move right back to where they came from.
The woman in this story was headed right back to where she started -- Southeast 121st and Division.
“I'm gonna drop my stuff off over there and then just park it, cuz right now it's really hot. But I have to do this, so I don't have a choice,” she said.
And that is exactly what frustrates neighbors. The homeless camps are moved out, only to return within days, or even hours.
One neighbor, who requested anonymity, is fed up.

Leaderships incompetence across the country in addressing the problem has created an absolute hatered for the homeless. There needs to be equal enforcement of the law for everyone--not just the working class.

I go out every week 3x a week, I don't get paid to help our unsheltered transition off the street. I don't have funding, I use the same pathway that shifted my daughter and I out of homelessness. 14 unsheltered in 32 days now safe, secure, and getting the support they needed. I tried to find a fiscal sponsor, I tried to find an organization to assist me in covering the cost of registering as a nonprofit, but no one is listening. So if anyone has any leads to funding, I can keep going out and helping.

These homeless encampments are too big. There are also no real penalties for these individuals. Why shouldn’t they return to areas they were kicked out of, if they cannot and will not face any consequences?

Plenty of empty commercial real estate. Create indoor shelter for tents and provide onsite security and supervision to manage the sites. Don't waste money and time trying to bring online more traditional shelters or "affordable housing" - it takes too long, and it's not really "affordable" to taxpayers, especially considering how many people are currently living on the streets.

You always start hearing is the homeless thats all the problem. Bad actors and criminals should be legally removed court and jail. Being just homeless should not be a crime. Weird how not many notice the reason for more addicts or more homeless with jobs, or etc. Don't hear accountability of homeless money, dont see many affordable available no slum lord housing. Actually all I see is pamphlets, take your information and social # get credit to keep grants coming in . The regurgitating of grants is also a problem. The same dirty apartment offered over and over with a time limit then rent booms high or just the way section 8 has been working not working. Nothing new just increased. To expect people to give up everything that has lost so much over and over.... The city has had opportunities to help whats been created.

I was watching YT podcast Peter Santenello and he did ride along with a cop in Glendale,AZ and same thing there. We need to open up mental institutions again as this is not only throwing good money after bad it’s beyond insanity

The reason the campers immediately return is the power of addiction. No housing or shelter will enable the drug addicts' lifestyle the way camps do. That's why addicts return to the camps even when offered free rent for a year.

I can tell you having looked into the abyss if you do not try and change your situation it will not change. If you cannot change and adapt....you will not change. Ergo you struggle to survive and limit your opportunity

That I.D. Excuse is nonsense... there is a homeless ID project that orders and stores all you documents then gets you a I.D.

True but drug use isn't correlated to high rent . Also available apartments aren't easy to find. You're right but its not the sole driver of the problem..drugs mostly are

I know it sounds strange but true.. there have always been drug addicts and alcoholics.. in the past they could always find somewhere to go.. today the rent so expensive they are trapped outside.. and what's outside.. other drug addicts and drug dealers.. if they were home they wouldn't be dealing with them on a continuous basis they would get high and go home.. sober up come back out the next day.. they wouldn't be in the Parks at the bus stops. Camped outside of schools.. and any place they can find the setup

@@johnellis3309 Those camping on sidewalks won't even pay for a campsite at KOA because a free spot allows them to buy more dope. There is plenty of cheap rent outside of the downtown area, but it is far more difficult to buy fentanyl there or to go on nightly "treasure hunts". One cannot move to Manhattan to then complain about the cost of rent. They knew there was a lack of "affordable housing" but the "we won't arrest you no matter what you do" lure was greater. THEY CHOSE.
