My local recycle center used to use community service workers to separate everything. It even still has a bailer that was used for cardboard and plastics. Now it is single stream which seems more labor intensive in the long run.

Gov-supported or not, if people were not pigs, our oceans, roadsides, and forest preserve wouldn't look like crap. Good for this company!
