Okay, after rewatching the video a few time, I decided to take look at some of the small details in the video. At 0:23, we see images of Lain, Donut, and Halo. Plus a small description that was probably written by Mager or Gray (the guy with the glasses being featured here.) In the small description, it tells us about some evidence that Mager had collected when he was ambushed, the time he arrived back to H.Q, and maybe some very important information. I think Kitty assigned Gray to keep a very close eye on the villains, learn more about their motives, and maybe use the evidence that Mager collected to find out more about the villains and maybe find their secret H.Q. This is just a theory, however.
