King Algernon IS SO GOOD! I don't know if you come up with lore on the spot, but he feels fully fleshed out like you've spent a lot of time thinking about him. Malechitia sounds like a great place for dwarves who like interesting rocks. I feel like the rate at which you pull on events in his life to respond to random banter is in a sweet spot of greatness. He really feels alive because of it. I think any less or any more and he'd feel artificial, but you really have "brought him to life". I think making him a dwarven king is a nice choice, since most people can immediately understand the gist and fantasy-nature of your character. It also allows you to lean into being a commanding king without carrying the seriousness along with it; so real ones can immediately vibe with him and not take him too seriously. Great choices all around! Thank you so much for developing this character and sharing him with us.
