The License is important to the hunters and the association will never issue a copy. So if they say "throw a valid vote or we'll take your license away" that makes it more likely that hunters will vote. What they were afraid however was a bit different: They were afraid that Pariston would argue that the people who lost their license don't count as hunters anymore, because most of the people refusing to vote are anti-pariston. So removing them as hunters would increase the turnout and make it easier to reach 95% but it would also increase Pariston's percentage of the overall vote, giving him an advantage in winning the election.

The license gives them unlimited money, power, influence and lets them enter almost any country or building. It’s important to keep and not lose it

The hunter license is very important for travels so they don´t want to lose it and they are more likely to vote for that reason since the vote has to be 95% to count

The election conversation was the Dog and Ox calling out Pariston's proposals before he said them because they expected he'd make shady suggestions. You can't do certain things without your license.

Killua knows the truth about Alluka/Nanika's power, selfish/self-centered wishes require an equal exchange (like in Fullmetal Alchemist) But selfless/altruistic wishes have zero consequences.
