Phantom died after Zero 1. He only reappeared in Zero 3 because due to Omega, the worlds between living and digital began to intersect. Phantom is still dead.

Cyberspace is like hell, where soul of living remained after death but Cyberspace only store Soul of Reploid and Cyber Elves. After Phantom kamikaze in Z1 to stop Zero to reach deeper his Soul drift to Cyberspace and remain there until Omega return from Exile and somehow materialize his data

This is the cyberspace which is like the afterlife for reploids, omega and the dark elf made the cyberspace and the real world intersect and made it possible to crossover. we can assume that cyber elf x and the rest of the guardians also went to the cyberspace after the fight with omega, though the two worlds returned to normal after omega and the dark elf were defeated again

@@KurohigeDTeach-yy3yk it has a unquie effect like charging 2 weapon at once so if you are switching weapon regulary it can melt minboss and murder regular foe but only slightly increase dps v.s boss

Essentially what they said. Find them in levels, feed them with E-Crystals to turn them into fusion elves, then use them. Using these will permanently toll your score though, which may hinder your progress at getting EX Skills.
