Capsule/Gacha Man would count as an explosive since the Capsule/Gacha Bomb is an explosive weapon that is like if MMM's Hyper Bomb and the Mega Ball were fused together. The weapon rarely contains items such as e tanks, weapon energy and 1-ups.

Guys, get ahold of yourselves, the reason why Burst Man is here and not in the Aquatic Robot Masters is because 1)bubbles aren’t made of just water and 2) his bubbles have bombs in them! Also, why isn’t Drill Man here? His weapon is literally called a Drill BOMB!
