Mega Man would've actually been able to kill Dr. Wily even with the 3 laws of robotics, because of the fourth one: The Zeroth Law, whice allows a robot to ignore one of the other laws if humanity is in danger. Considering that Dr. Wily was always a threat to humanity, Mega Man would've been allowed to kill him.

But suddenly, the juggernaut beats the crap out of the manager (Dan hibiki) and then x and zero attempt to beat the juggernaut but then the first zero (x1) swoops in to beat the juggernaut so then he kicks his ass to the point he goes flying to the nearest Home Depot and crashes through the roof upsetting amingo that works there for some reason.
