He uses it all the time when he has it, but he doesn't have it right now. And he's never tried it on a person with powers before, so there's a good chance that doesn't even work. Remember, in the movie when he wanted to dehydrate trash in the city, he had to build a big, souped-up version. The de-gun has limits on what it can do.

Okay, the idea of doing evil for the sake of winning the game sounds cool… and frustrating. Just do less evil thing than the previous one and suddenly you’re in your bed again! No wonder Megamind is willing to be the villain once more, at least he’s back to being a hero
