I'm pretty sure they only added one ultra rare in the egg since there was already a starfish which is a ocean pet but it is earned from star rewards. I could be wrong but that's just what I think

Megan I found a working hack to get legendarys from ocean eggs! Step 1: buy a ocean egg step 2, swim around the whole map, step 3,last task must be sleepy, make the egg sleep in the green bed! I got a octopus and shark!!
