"Just imagine what talent could be released, what benefits would flow were not only music, but all of the arts were given a chance..." Just imagine, indeed. "Why can't we?" Some might think that it is a deliberate attempt to rob people of the joy and self expression of creativity, thank you Melvyn Bragg
