Cats yes. But kittens no. Even mama cat lick them to get clean, a responsible owner need to wash their face and remove the gound (booger in the eyes) to prevent an eye infection. We can't know for sure if mama cat lick or saliva is clean so as a responsible owner you need to clean it just to make sure.
