If I wanted to use a Evaporator and Heater Foam Cleaner where would you use it?

The only place where you can spray something like a cleaner is the opening to the ac system, when you remove the dust filter outside under the hood. You need to run the ac system so that the fan/ blower motor can suck your spray and get it to the Evaporator. Otherwise you will not be able to get the cleaner all the way inside to the Evaporator.
