the S3 plan wasnt about makeing a soilder into the shape of soild snake it was about controlling socity they tested it out on raiden first to see if they could controll him into reacting shadow moses without himr reliseing

@AsashiSakai Actually he says "Solid Snake" not Solidus Snake (because the whole game up to that point he was impersonating Solid Snake. The very next line in the game, from Solid's own mouth was "No, that is not Solid Snake!"
