Depende po sa situation sir. Technical foul is a rule of conduct, usually kung sino ang may control ng bola bago itawag ang technical call ay sila ang entitled sa posisyon. Kapag ang sitwasyon ay parehas wala ang control ng bola sa 2 team, ipapatupad ang alternating possession arrow. Pero, may ilang sitwasyon sa technical foul na napupunta ang bola sa offensive team kontrol man nila o hindi ang bola.

It is simply raising your hand (open palm) that signifies the game stops and gives warning if its 1st offense to the player or team as fast as you can without further interrupting the game. If its a 2nd time of delaying the game, just raise your hand (open palm) which signifies to the stop the game then report to the scorer's table then shows the T call sign for technical foul for delaying the game. Simple as that.

Hindi po, may mga situation na nagiging advantage sa isang team ang paggawa ng delaying the game and it should be penalized for technical call. Kung hindi naman nakaka-advantage sa kanila sa sitwasyon warningan lang muna natin.

They are only allowed for 15 sec to substitute the player then ibigay ang time out sa kanila. If the coach refused to call a time out then technical foul will be called for him for delaying the game.

Well, players and coaches are allowed to be noisy and shout during intense game pero they must focusing on their own team. What are not allowed is to shout at the opponent and throwing bad words against the opponents, it is clearly an unsportsmanlike behavior.

Hindi po, fouls (illegal personal contacts ) can be charged to any player(s) kahit nakatigil ang game clock or kahit may 1st call ka na ng foul. Ang sinasabi sa rules regarding sa disregarded foul calls ay ang isang player na nasa act of shooting na nagkakuha ng foul sa ere (1st foul - B1) at nakakuha pa uli ng foul sa landing spot nya (2nd foul - B2). Sa rules, ang referee ay pwedeng pumito ng 2 beses ng foul dahil may contact fouls pero ang huling foul ay disregarded na but referees must identify all contact fouls at the same play bago ihatol ang penalties. Sa sitwasyon na sinabi mo, kailangan nya pumito basta may nakitang fouls at the same play. Iba ang rules ng unang scenario na sinabi ko dahil sa scenario na sinabi mo ay naka-charged ng foul and defensive player ng blocking foul at nagkaroon ng 2nd motion for another contact foul at kailangan nya pumito to identify what kind of foul did the offensive player committed during dead ball situation, it is a regular personal foul or unsportsmanlikefoul? The referee has still a full authority to judged the action. Kung ang pag hawak sa jersey ay naging dahilan upang mabago ang motion ng isang player then UF can be charged, but specifically grabbing a jersey is not part in any criteria of UF pero gaya ng sinabi ko it depend on the action which the referee had a full authority to judged the action.
