The name of the tune is "The Eavesdropper" . You can find it in the Scots Guards Standard Settings of Pipe Music vol 3 page 213. At least a 2-part version of it.

Yes, or, at least, it is a large catholic chapel. It is the chapel at Wisdom House in Connecticut.
