Here is a close translation. "I beseech (or "I have hope with") the A-mighty, I beseech Him (literally, His Face), I ask from Him (that I have) eloquent language. About Whom, among the assemled people, I sing of His strength. I shall burst out in joyful songs on behalf of his creations. Man has the arranged (thoughts) of his heart, but from G-d comes the tongue's eloquence. G-d, open my lips, and my mouth will tell your praise.
