Is this Microsoft Project Professional? If so, does it differ greatly in the layout and features of Project Plan 1 and/or 3?

You can grab a 1 mint Trial of Project Plan 1 and Plan 3. Maybe try Plan 3 first, then try Plan 1 and see if you miss anything. Plan 1 only includes project on the web but for some that’s the version that works best since you can get to it from any device.

Yes you can : double click in the related task,task information window will appear ,click on 'Note' , then click on the right icon (the fifth one under the word (Note)) in this window , this will take you to your PC to choose any type of file you want to attach.

You simply run the application you can download from Microsoft. Consider that this is completely independent from Microsoft Office bundles.
